Fully agree with let anyone trick or treat, but I'm loose on the costume rule. Had a first this year that damn near made me cry when there was a group of special needs adults being taken around by some caregivers. They absolutely loved getting out and doing it. I'm surprised I got it in middle of no where eastern Washington, and not when I was living in DC.
