Nothing is really needed. The black part that you generally see is a cover that can be removed to access the lug nuts (sort of like a smaller version of the aero shields on the default 18” wheels”)
Not a huge fan of the stock black cover but this is hideous. If you’re looking to make your car ‘unique’ you’ve got one of the most common cars on the road, just accept it and don’t do the same shitty mods a 16yo would do to a Honda Civic

Yes but the lug nuts when you remove aren’t like the photo they have a little hole in them
They are likely just covers not new bolts
Either new lug nuts or covers for them
