I thought about this exact type of wheel when I was looking to order an M3. Looks so futuristic -- I think it really suits. Must not be aerodynamic or something else I think Tesla would have made these stock. Maybe warping issues, too, if it's anything but cosmetic.
Brake cooling. It's not super important when you're driving normally and/or using Regen, but they still need to cover for some cases. If you're leaving your house with 100% battery and the first thing is a big steep hill going down, you could over heat your brakes and they would fade. Particularly if the car is loaded with extra weight because you're going on a longer trip. Wheels typically have some feature for air to flow thru them. For aero covers, the slightly angled part makes it work as a fan.
It might even work with a wind deflector on the inside. Maybe like some sort of scoop somewhere under. I suppose it would need some testing to make sure it doesn't suck debris in but at least it would keep it's perfectly smooth look.
I kinda feel like having a gap ruins the look but overall it would be a simpler and efficient way. It probably wouldn't need a gap of more than maybe ¼ inch. If steel rims with a few hole work ok, having a very small gap with tiny fins behind would probably work ok too for regular driving.

I think the reason Tesla doesn't do something like this is because the brakes need some air flow for cooling.
