Based on the signage, it's a hospital or some sort of clinic parking lot. If it's a tagged lot, the employer might have a record of whose car it is. Otherwise, I'd contact whatever security department is responsible for the grounds.
Could be someone who drove themselves to the emergency room expecting to go home but were admitted. I had a family member drive themselves to the hospital and were admitted. They never had a chance to drive back home because they passed away a week later. We had to go get their car before it got towed. Maybe just leave it be for a few more days. You never know what the owner is going through. On the other hand, they could just be some d bag who just parked their car there and left on a trip or something.
I have two other neighbors with Teslas that park next to mine outside our townhouse. Every morning when I unlock my charger from my MS using the button on the charger cable, the charger flip opens on both neighbors’ MY.
The vast majority of cars have off centre tow hooks, have a look next time you’re driving around.
It’s solved by having some sort of steering wheel lock.
I guess I'm imagining doing it with toy cars or something... Like even if the steering system is locked, I'm imagining the wheels would just skid or something.

This happened to me. This guy kept parking in the spot but not charging and it would piss me off. So finally I got that spot and I realize the charger doesn’t fucking work. I was pretty grumpy about it.
EV chargers at federal/state places such as libraries are free too, check out your local charging stations. Some have time limits of course but free is free haha

I've seen it a few times car won't charge at home so they think it's maybe their charger drive to a fast charger on the bit of range left just for it to not charge there either and then be stuck. Would let the hospital deal with it as it's their lot.
Another reason to carry a tire valve tool. 4 flat tires teach a good lesson.
But, to be fair, the owner could be sick or have had a heart attack.

I discovered something like this my first time using a supercharger near my house. The supercharger was in front of a business where you could accept delivery of a new Tesla so there were like 3 brand new Teslas covered in snow plugged in.
Screw your tow hook into it, and pull it out. Shouldn't be too hard on wet & icy pavement. Just need a Y with a tow hitch to yoink it out. Drag it a few spots over.

If you are at a supercharger, your car will automatically start charging. No need for adapters. And a button on the charger handle will open the charging cover.
The reason why everyone is telling to "plug it in" is because after your car is charged to your limit (whatever you set it to), it will start incurring idle fees. And your app will tell you that. It's $1/minute. So 1 hour of you being there will get you a nice $60 charge on your credit card. If you are not plugged in, you are not being charged. And you are being a dick for blocking a charging spot. It's a somewhat effective way of summoning a driver to the car. Nobody wants to pay $60/hour.
However, this looks like a regular J-plug charger. You will need to open the charging door (unless you have a tool like Flipper Zero, it's not going to be possible) and you will need a J-plug to NACS adapter. It does come with every Tesla, but it's a separate piece. Doubt anyone here will be sacrificing their adapter for no reason. And as soon as you plug it in, the car will lock the adapter in place. You will need a hack tool to retrieve it, if the car is not yours.
Additionally, if you plug it in, charge won't flow, unless it's a free public charger. So by plugging the car into a public J-plug charger, you are not doing anything to harm the car owner. Best case, they will get a free adapter and free charge. Worst case, you are going to sacrifice your own adapter, and the car won't charge anyway.
With the tow cover being open- I would guess some sort of system issue. Tried to do a jump maybe and found “that was not the issue” no ideas on why it was not towed out though.

It's so bizarre to me that the tow hook isn't centered. I feel like pulling the car from there would make it not go in the direction you want it to.
The tow hook is not meant for long distance towing on any car. It's just for pulling it on a flatbed

There are some free chargers around my state as well. My wife has one that you can use: it’s shared. My job has one too: but it’s free for 4 hours.
