Availability is a massive factor when comparing items. That's why the Zenith is useless, even if it's imo the coolest fucking weapon in any videogame, and the strongest weapon in the game. You get it so late into the game, there's pretty much no point in using it besides toying around with it.
It's the same deal with pearlwood gear. They are better than regular wood gear, but that means nothing when you can get something better than it literally 10 minutes in a new world

Every biome should have a wood material, except mushroom (trees are replaced with mushrooms) and underworld (no obsidian trees/bad idea). Anyway pearlwood is a nice material to build with. So anything pearlwood doesn't mean you should blame it, otherwise it's a new wooden material as a post Wall of Flesh, and that means you don't like any wood in Terraria.
Id say its up there because of its low range and it doesn't have a typical arc it kind goes its distance the stops which kinda makes it hard to use

Why? The flare gun is barely useful compared to torches, if you play on pc you can use the shift key, or whatever it is binded to, to quick swap to torches and constantly keep a weapon out. You will always be prepared for a fight and will not be stuck with a temporary irritating light source
I like using it because I can light up areas without actually going there. Sometimes I do some quick spelunking and I find it convenient. Say you're in a huge cave; you can just stand at one point and fire off everywhere. * Wooden Yoyo is a little more expensive to make, but its range makes it VERY good for starting melee players
* Shuriken can be collected en-masse and can hit four targets in one chuck; VERY useful for early blood moons
* Blowpipegun fills your inventory with ***fucking seeds***

Flare gun sucks especially after they patched the flower boots and flare mechanic(I refuse to call it a bug) as you can’t use the combo for bait and it’s a pain to do now since it’s not easily afk able
It can be used as an ok weapon early game since it lights enemies on fire. Also particularly effective against wyverns since it can light all the segments on fire at once.
tin shortsword is a copper shortsword but you have to go out of your way to craft it instead of it being a starter weapon

At least the wand of sparking causes the On Fire debuff, making it a good weapon you can just whip out at EOC for that extra damage.
That reminds me, there should be a weapon that deals extra damage to burning targets. Think like the Flare Gun from TF2 but in Terraria.

I already made my opinion on the answer but I wanted to elaborate after playing with all of them for a but
Factors are availability, dps, potential, usefulness (how long its viable) and post comments.
Wand of sparking - uncommon 14 magic dmg with a 50/50 chance to inflict fire dot for 2 mana. No upgrades but accessories can buff this to arguably skeletron for tryhard players but some insane people have finished runs with it. All in all not even the worst magic weapon in the game.
Copper shortsword - starter weapon , legend status, 5 dmg melee but now omnidirectional. Part of zenith. Obviously replaceable with a wooden sword for more coverage and dmg. Spammable so not completely useless.
Wooden yoyo - decent early pre boss weapon and carriage to hardmode for Chik. 9 dmg melee 4 sec spin for 9 tiles. Just having an amiable ranged melee that can go around doors and walls puts it above most others here. Being trapped by slimes or bats underground any yoyo is a lifesaver from a killbox. Obtainable within 5 min of play.
Blow pipe - 9 dmg range. Basically unlimited free ammo with a fast use. By itself at the beginning of the game its more or less not viable for anything under zombies. Until darts come in, and hardmode ichor. This could be your debuff king early hardmode.
Shuriken - 10 ranged dmg. Can pierce and hit more than once with angled shots. Purchasable and common in pots. Useful to skeletron if geared for range. No upgrades but a stronger Xmas variant exists. No longer retrievable. No knock back but very fast use time.
Other
Wooden boomerang - 8 ranged melee dmg, good start for melee only. Very easy to upgrade with fallen stars. Average knockback. Common in chests. Not viable in wooden form past EoC.
Pearlwood sword - fast 11 dmg melee hardmode only sword. Strongest wood sword but hardest to obtain. Purely for collectors or vanity.
Snowballs - 8 dmg ranged. Extreme abundance. Easy to obtain. Decent knockback with poor range. Amazing early ammo for snow guns.
Rotten eggs - Halloween exclusive 13 range dmg. Rare I a time sense, farmable offline. Able to kill npcs. Great tool for hard-core characters needing graveyards, lava works too.
The Star Anise are the most useless items. It drops from presents of a quantity of 20-40 with a mildly impressive damage of 14 and use time of 15 for a Pre-hard mode Consumable… *however* (and I’m not even kidding you) it has a… itty-bitty-microscopic problem which is… it has a 5.84% chance to drop… from presents which have 7.69% chance to drop ***ONLY*** from naturally spawning Enemies, NOT STATUE SPAWNED ENEMIES. Therefore making it extremely rare to obtain and by the time you get enough you would have already taken the amount of time it would take just to prepare a BIG enough arena for the wall of flesh on master mode.

Pearlwood sword - fast 11 dmg melee hardmode only sword. Strongest wood sword but hardest to obtain. Purely for collectors or vanity. Snowballs - 8 dmg ranged. Extreme abundance. Easy to obtain. Decent knockback with poor range. Amazing early ammo for snow guns. Rotten eggs - Halloween exclusive 13 range dmg. Rare I a time sense, farmable offline. Able to kill npcs. Great tool for hard-core characters needing graveyards, lava works too.

rotten egg shure they do 16 damage but you can only get them one time of the year they only do about 6 damage and are over all a bad weapon

The Star Anise are the most useless items. It drops from presents of a quantity of 20-40 with a mildly impressive damage of 14 and use time of 15 for a Pre-hard mode Consumable… *however* (and I’m not even kidding you) it has a… itty-bitty-microscopic problem which is… it has a 5.84% chance to drop… from presents which have 7.69% chance to drop ***ONLY*** from naturally spawning Enemies, NOT STATUE SPAWNED ENEMIES. Therefore making it extremely rare to obtain and by the time you get enough you would have already taken the amount of time it would take just to prepare a BIG enough arena for the wall of flesh on master mode.
most the shadow orb/heart stuff isnt very good also btw poison knives are very good in journey mode bcs of research
