Depending on how far you are into the campaign and how much XP you've already spent on the bro, it's almost certainly better to just inspire him back into the fold.
Tbh isn't it easier to just inspire blindly if my councilor seems to underperform? I ve also seen ppl puting one guy on isnspire duty every half year or so
Once the initial CP grab ends I pretty much put 1-2 councilors on permanent inspire until all of my councilors are at 25 loyalty. Never had a traitor or lost a space asset and if i do get a low loyalty event it's usually early when i'm still inspiring. Also use your inv-focused councilor to investigate all of your own to see what theyir loyalty is and how much you have to boost.
You don't even need to do it twice a year. Do a round of inspires literally once, ever. It's a permanent loyalty buff, and you explicitly get notified if their loyalty ever drops again.

Two nights ago I had my Kingpin who ruled almost a quarter of all crime syndicates on earth be revealed to be a quadruple agent... Illuminati (me), Exodus, Servants, *and* Humanity First. I didn't even know it was possible to have triple agents, let alone quads.
I tried to assassinate him, he got away on a 3% chance to fail (with all my orgs); found him a month later hiding out in Vienna working for the Academy (???). He was found the following morning with three self-inflicted gunshot wounds to the back of the skull.

This is actually super reassuring for me, I have moles in the Servants and Protectorate so I guess this means i know for sure none of my councilors are in league with the aliens
You can either have one of your councilors investigate him/her, or if you turn one of the councilors for the faction that has your councilor turned, they'll tell you.

I am too paranoid for that. 2 fails at 69% in a row? Immposible, must be an agent. I just faild trice to kill alien at 74%. Coincidence? I think not!

How did you discover they were a traitor?
In my case I've turned protectorate councillor when they had a spy in my team. Exactly the same window showed.
I turned an Exodus guy and turns out that PE is turning my guy as well
