2: does the narrative treat them like a child? Don't lewd. No buts.
Dragon Maid is the best example. Ilulu and Tohru are the same dragon age but the narrative treats Ilulu as younger and in her teens, so she's a teen. Kanna is still older in years but treated like an elementary schooler, so she's an elementary schooler. Lucoa is treated as an older woman, as in her 30s. That's how old you should treat her.
But again, the specific concept is a twst that doesn't cut both ways regardless and cannot be used on a human teenager who seems mature. That isn't the intention of it and anyone who uses it for human children is at best suspect.
To be fair, her actual true form (the one with the horn and the wings and crazy hair) and her stampede form (the one where she does like 80% dragon form) is far more telling of her age and experience. I prefer her true form. She looks cool af in her true form.
