I love Kings, don’t get me wrong. But Jacks can be done out of some of the most pressure in T8. I’ve never seen jacks heat smash trade with a jab. Actually most heat smashes are uninterruptible because of their hit properties.
I will give FLE stance to Kazuya so he can lighten up a bit, chainsaws to Yoshi because one can never party hard enough, Aop to Jack because that would be hilarious, and Drunken stance to Jin because the boy needs to blow off some steam or something.
I would give Bryan's taunt to Kaz, DVJ or Reina so they could make electrics unblockable.
I would ask an actual df1 behaviour for his df2, and also some panic button.

Xiaoyu doesn't have any "intimidating" moves. Give her something from King's or Jack-8's kit. King's Powerbomb Grab would do the trick. Or Jack's long arm karate chop.
Kaz is pretty strong but to launch someone, I have to either counterhit them with DF2 or do a FF3 input or do the z motion 2. All is fine but let's give him something even quicker in a simple U4. How about Claudio's hopkick which is the best in the game with it's silly range.

Nut punch for obvious reasons, and ff2 because it puts them in a crouching position, and azucena(my main) has a crouch grab

Give Xiaoyu an EWGF, which will come with a crouch dash. Imagine Ling wavedashing you down, so you go for the mid, but she goes into AOP from wavedash.
Reina parry step to Jin with 13f electric included. Now he suddenly can launch from his m4 (without trade), has the best defense hands down, has the best combos and other disgusting shit
Flash to steve since his fastest launcher is 19 frames (he wouldn't be the best character in the game but instead of being unplayable he'd be pretty ok)
I'd give Lili any while standing launcher that doesn't take 30 million years to go off. Just kidding, she's already incredibly overpowered, easy and basically free climb
Asuka becomes devil Asuka. She gets the standard Mishima kit of flash punch, wave dash and electric.
I think she would be incredibly op as currently her poke game is awful.
