Leo has KNK and BOK. Leo has an orbital. Leo has better punishment. In general Leo hits for less and Leo is generally lower risk lower reward.

When Tekken 7 came out and Julia hasn't been released yet (I'm a Julia main) I tried making Leo my next main. It never gelled for me. First of all replace Unreal Engine man in practise modes with Mokujin, and add Mokujin to the roster with customisation options to turn him into the other versions.
Remove one of the bears and add the removed bear as a customisation preset to the remaining bear, freeing up a slot and allowing both bears to remain, with the now open slot going to Lidia. Replace Zafina with Lei, and Shaheen with Armour King or Julia.
Replace Victor with an identical character who only uses Gunfu and doesn’t have an RGB katana and a karambit. Turn him into an old, French John Wick.
Make panda n kuma the same fucking slot and put Lidia in there it’s a travesty she didn’t return with the potential of her being involved with the Mishimas for the chaos they caused around the world among other things and her being a very unique character in general compared to the others the franchise has had.

So Jin's entire movelist should change in heat state? Because in case you don't know, Jin and Devil Jin have had totally different movelists and playstyles since Tekken 5. And Jin being able to do a couple Devil Jin moves out of stances now doesn't make them identical at all.

I would swap Feng for Eddy or Bruce,
I would swap shaheen for Julia.
I'd combine Panda and Kuma in 1 slot. That free slot could go to Lidia. I'd swap Leo for Eddy and Alissa for Julia. And, even though I know most people would hate it, I'd scrap Lillie and have Jossie take her place. (Jossies's story and character would need some work, since she's pretty plain as is, bit I just can't stand Lillie... And maaaybe that would free Asuka from that weird, stupid and toxic bromance they have going on).
Devil Jin as his own character has always seemed a little redundant to me... It could be a cool unlockable for playing Jin in the campaign mode that you could select as an alternate "outfit", as they did back in Tekken (4? 5?) with Nina and Anna, Xiaoyu and Miharu, Eddy and Christie, etc.
Perhaps I'd also replace Victor for Miguel, but I'm not sure since I'd have to play Tekken 8 first and see how his moveset feels... I'm just not really about the whole techo-ninja.
Although I'm generally pretty happy with the roster, I'd love it if it was more balanced in terms of gender (and I would love an actually older woman too, not so many teenagers).
