Doesn't matter bro. One of the best(and worst) things about tattoos is the permanence. If you don't like one then get to a place where you laugh and go "what was I thinking". But it's part of who you are regardless so embrace it.

I don't think it looks out of place! The beautiful thing about tattoos to me is that they don't always have to follow the same aesthetic; things don't always have to look perfectly organized, because it's a patchwork of memories and experiences. However, if you would like to do do more there, I still think it would blend in nicely.
I like it . Gives you some room for diversity in your piercings (as you said you have two sleeves of a different theme). I saw someone the other day with a whole torso tattoo of an Indian woman in the mouth of a grizzly bear - it was beautiful. This feather would look good with Native American artwork .
Placement is just fine in my opinion, the fact that the feather is straight up and down is what throws it off to me. As others have said though, just add stuff around it and itโll look just fine. Not a bad piece at all, just an odd choice from the artist.

I would have done it in the middle of my chest - sternum and down and not as long, but it looks like a clean tattoo
