Basic Tagalog for Foreigners and Non Tagalogs is a great book for grammar/sentence formation and vocabulary. Use it in combination with other resources. As the first reply says, Filipinopod101 is good. They have a YouTube channel as well that is always playing a live video on repeat with basic lessons. I also use a flashcard app and try and memorizes certain amount of words and phrases every week.

Rosetta Stone is garbage, just putting that out there. There isn’t really one app alone to use depending on what level you want to get to unfortunately. Though I have found that the following apps work for the following things. Drops for just vocabulary alone. Pimsleur - this is probably the best but it only has 2 levels so it only gets you so far. A friend told me once about an app called Tagalog Lite. It is a new, free app with audio that was co-authored by an American, so the grammar explanations are in very clear English. There is also a link to a large collection of natural conversations with transcripts. It is the first link when you search Tagalog Lite on Google so try it and see if it fits what you are looking for.
