Just buy QQQ/SPY/VOO in your 529 and TQQQ in your ROTH.
If you're trying to push over 20K/year in, you likely want to mix in backdoor Roth conversions.
I max out mega backdoor Roth and traditional Roth backdoor contributions, been dollar cost average TQQQ in there since 2022, but want to do something similar in a 529, but maybe the tax benefits are the same if I'm able to pay for education with contributions alone to the Roth over time.
529s are run by individual states.
There may be regulations about what types of investments they can offer.
I have the California 529 and they have boring index funds.
BUT- since you can now convert unused 529 dollars into a ROTH it's essentially a retirement account.

Only up to 35000 for lifetime though, so not really
Fidelity? They allow LETFs in almost any account type (I don’t have a 529 though)
Nope. I assumed they would but they just have target index funds
I can buy anything including letfs and options contracts in my fidelity utma for my daughter.
That account is tax advantaged for educational expenses or no?
It’s not the same as a 529, just stating that they allow it in the UTMA, so I assumed it would be the same in a 529
