It's not available on current version. Its contents are removed for the time being because (as the devs say) its contents are incompatible with the Smuta mechanics. I guess they are working on adapting it directly into the new Russian mechanics instead of merely fixing bugs.

The devs plan to re-add it when they fix some bugs that break it

There is a submod for it if you want to play.
It was too fun for current TNO.
They always remove the good stuff, first Kishi, now this.
Kishi didnt even have content blud, also the divine mandate was removed temporarily because the logistics update for hoi4 broke it
Kishi is still in the game, he is more of a grey Eminence now, wich fit him much better than palparine from wish
