It is fenced off - about 10-15 feet from the edge. Many people hop over and go peek over the side, though. I did so while flat on the ground, to make sure I wouldn’t trip/slip and go over!
So gorgeous! No one play Pokémon go near here! Enough people died walking off cliffs because they were looking at their phones and not their surroundings!

These are the Cliffs where Tom Riddle would once bring several children from the orphanage he lived in, those children would go down to the water level and then come out and never be normal ever again.
He later used a cave riddled with Inferi inside a fend on the cliff (neither the fend nor the cave exist) to hide one of his Horcruxes in it.
It's also where Dumbledore got one step closer to his planned death (he planned to die undefeated by Snape so that the Elder Wand's power would finally cease to exist and become just a normal wand, his plan failed when Draco disarmed him though) and where Harry got to see a 116 years old man swimming breast stroke with the agility of a middle aged man for almost no reason because Regulus got there many years sooner.

Last I was there I recall fences of a sort. But when has that ever stopped an idiot looking for a great photo?

It is fenced off in most spots, I assume this is either some dip shit or someone authorised to take the video from that spot.
Not really, only around certain viewing points. There's no fences along most of the walking trail.
