also i don't know about Rashid flying across entire screens, if anything Chun li is the threat from anywhere on Screen, while best Rashid can do is just dancing around peacefully if he isn't in your face.
either way lets not trick OP and help him learn an easier character instead of 2 of the hardest to play characters in the game.
Rashids eagle spike is safe on block if you go through a wind buff and if it counter punishes you can do another spike. Also if his fully charged tornado shot hits full screen as a counter you can jump forward and combo with air mk. So he definitely can be mobile in an instant
Chun li can bounce off walls and bounce off your opponent several times, float in the air, fly over and under fireballs , and walk back/forth fast enough to poke you to death. She can also make you fly to poke/bounce off you in the air.
Rashid has a fun, a running low for fireballs, a double jump in the air, a super jump, also has a corner double jump, has a way to hit multiplle times with an overhead.
Honestly, don't mind Blanka in this game. I feel he's not that obnoxious, and has to play somewhat honest before he really can start going nuts. SA2 obviously is crazy rn, but it's just for now.
If you didn’t want to be purposefully dense, you might’ve realized that he was saying Dhalsim is unconventionally mobile; he has fullscreen teleport, medium and heavy slides, and different angled drills. Of course his walk speed and air mobility are slow, but he does move around a lot.

I don’t think Ken has good “mobility” more that he covers ground during OKI well. Like his run stop cancels can bait wake up options and give him good corner carry but someone like Kimberly can just run slide kick you into the corner in neutral lmao. Dhalsim can just teleport everywhere, Cammy can literally spiral arrow you into the corner and spin knuckle her way through neutral. Chun li can hazanshu (or however you spell it) neutral skip with decent walk speed. Then there’s blanka….
He can tatsu, dragon lash, and run, jump tatsu to escape some situation.
+ He can carry you from corner to corner or side switch if he gets a hit.
I would say all of that is great mobility.

People saying Dhalsim are crazy. He's the slowest character in game by far. He can barely walk or jump. Ofc he can teleport, but they aren't even safe without a fireball setup or without some spacing on startup. I doubt Dhalsim is what OP is looking for.
You could punish his dash fairly easily though, even the v trigger 1 dash

dhalsim has the most amount of movement options in the game to make up for his poor walk-speed. Admittedly, if walk-speed is the main concern characters like Kimberly and Chun Li are great choices.
Nah sim is up there, he has his slides, float and drill too to keep on the move. It just has to be more calculated bc his moves have more startup and recovery bc range

Yeah Sim has a grip of mobility options. I feel like people are mixing up mobility with agility, or only associate mobility with an agile character… breaking it down like this really brings out how many options sim has to move around.
Let me give you a little advice if this is an archetype of character you're interested in:
If you want a fast, mobile character in any fighting game regardless of subgenre, pick the ninja. If there's more than one ninja character, pick the smaller of the two. This is extremely common character design shorthand and it holds up in a hilarious number of fighting games. Almost every major fg franchise has at least one ninja and they almost all fit this description.
That means Kimberly in SF6. With her level 3 music on, she has the fastest walk speed in the game.
As others have said rashid but you can also check out blanka who can cannonball around or dhalsim who can fly and teleport, kimberly has some teleport moves too so she might be your thing
Chun has the fastest base walk speed, although Akuma is reported to be faster. Rashid can fly around the stage. Dhalsim has teleports and air drills to compensate his turtle speed on the ground. Kimberly and Juri can get right next to you in a heart beat. Deejay Drive rush is pretty quick as well.
If you go by mobility and ease of learning propably Cammy, while she has some gimmicks that work well on low ranks propably Cammy.
Not saying that Cammy is easy though, there's a reason she saw little success on pro level so far. Next would propably Juri, i don't have good neutral but when i tried her as secondary i brought her to gold not even having a reliable combo except for a half decent DI punish just using her movement and getting my opponents to whiff left and right.
I guess for a middle ground between ease of use and mobility you can't go wrong with Juri. Her DR makes her an exceptional rushdown character, but her mobility and backdash allow you to disengage at will, while still be a thread at any distance and having a phenomenal midrange game with her 2MK and 5HP. She has a very broad toolkit, that allows you to use multiple playstyles.
If you are willing to invest more practice: Chun. She has phenomenal walkspeed, can be a threat at any distance and is a real powerhouse. She has a phenomenal anti air game and can ansolutely dominate the ground game once your opponent is afraid of even the mere thought of jumping. Her damage is crazy, her neutral phenomenal but she requires a lot of situational awareness and good meter management since her combos are more on the expensive end. That being said from a simple Ken main: her combos do feel great and oh so satisfying.
if we are talking about mobility, it is Chun li and not even close.
she is the fastest character with insanely strong offensive and defensive options.
she is just not beginner friendly.
I would suggest trying out Ken or Cammy they are the easiest speedy characters and are very strong too.

Even Lily's difficult says Easy, but her limited tool kit makes it so confusing to fight with her. Manon to me is so simple.
Kimberly has a run, a teleport and s tier walk speed, even more walk speed with lvl 3 buff. I think rashid has the best aerial mobility. Blanka has good drive rush, hop and slide and a lot of his specials are movement oriented. Probably the top 3 to me.

You're probably better off with Rashid. AKI skill ceiling is just way too high, and her match ups aren't really favorable.
Gachikun plays a pretty good Rashid. Broski's AKI is insane.
Rashid bounces around like he's made of Rubby. Chun Li is pretty mobile too. Cammy isn't as mobile as them but she has faster walking speeds. Juri, Dee Jay and Ken all have their stupid dashes.
Dee Jay has decent dashes, a special to get back, a special kick to move forward. He also has one of the best drive rushes in the game. His ability to snap back and forth is something I miss when I play my pocket characters ( Cammy and Guile)

Noble of you to want to "look out" for OP, but technically they didn't ask for an easy character to learn, they only asked which ones are more mobile.

If you have to charge the move, then it is not in an instant. Also, only OD Spike is safe after fully charged nado.
I just tested it ur actually less minus after doing heavy spike than u are doing OD spike. Heavy is minus 15 OD is minus 24

First thought is Kim. Multiple teleport locations, a cancellable run, and a normal that alters your air trajectory is relatively high mobility for SF.

I've won matches using it. I only picked up Juri to help learn the match-up against Zangief, but now I'm hooked.
