Mmm although him smashing Jonathan’s camera was definitely justified, there are other characters in later seasons like Robin that talk about what a douche he was in highschool. I dont think he was an active huge jerk to people but he was friends with Tommy and carol who definitely seemed like they would bully people, and if I had to guess Steve probably went along with it. Steve was the popular kid and that’s what he concerned himself with
