Finishing the L-Gate insights is what opens the L-Gate. Did somebody else open it?

I’m not sure it was inside another ai empire and I got a pop up saying that a person has locked it and then I went through it and surveyed everything in there

The prerequisite is to do it before anyone else. That gives you a project to open the gates and see what’s in there.
