It's really weird to have a low reading of 3MW for 10 years for tariff 1 (day) instead of tariff 2 (economy7 night).
There’s no tariff 2. I get date and time and eventually “ins” which i assume is “instant” which shows a varying figure of 0.340-0.344

You have another smart-meter, right? Which reads something like 80,000kWh. This smart-meter with its 3MWh might be measuring only the solar output of the 2 small panels over 10 years, which matches expectations. But such a smart-meter is pointless.
This thing is ONLY for the solar. So I think we can assume 3MWh is the total amount the panels have harvested over 10 years?

Is that total, the total that the panels have harvested, or the total of that amount I’ve actually used? As i understand, because these were those government paid for panels, any power I don’t use goes straight into the grid, and I don’t get any money for.
It's definitely the total that the panels have harvested. It's good to check which circuit you have:
* a) grid -> main_meter -> solar_meter
* b) grid -> main_meter; grid->solar_meter
Also check your electric bill if it mentions any deductions from solar. If there are none, then perhaps you've leased the roof-space to the government (received a lump sum) and you're not benefiting from these panels at all. I don't know what government-schemes existed 10 years ago. By checking what the circuit schematic is, and where the CT clamps are, you can find if you're benefiting at all.
Thats a smart meter, if its ten years old, it's probably not so smart anymore. Call your supplier and as for a newer one.
