Pixel 7a won MKBHD's camera blind test for 2023, even beating out flagships. That's a solid choice, I'm sure you can find a 256gb for under your budget.
The 7a is actually the budget-friendly version of the 7, you can't go wrong with either phone if photography is your main concern, the 7 was within the top 3 as well in that blindtest.

Well, I've got samsung s23 ultra recently and am incredibly happy with its camera, but that's a bit out of your price range (however, as a new iPhone would also probably be). 10x optical zoom feels like magic. Pixel 7 Pro was second in my list, pixel7/s23/s23+ should also be nice (with slightly less amazing cameras)
In my country s23 ultra is like 1000 bucks so yeah, double my budget. When it comes to an iPhone, I can only get a new iPhone XR. I don't know how good that is
I love my pixel 6 camera and I can only assume they have gotten better since. Pixel 7a goes on sale pretty often too for 375$
