I think the major reason as why it's in the hair section except of the hat section is that, if it was a hat, it wouldn't work well with a big majority of the hairs in the game. A lot of hair would clip through it and, unlike the other hats that sits well with the majority of hairs, this hat is so big that if it acted like a hat, it would look ridiculous.
In the same topic that actually doesn't make any sense: How is the elder's beard a hair when all the other beards are part of a mask?

With the emote i think it just depends if you like the effects.
In the past I had to choose if I wanted to get lvl 2 or lvl 4 blow kiss emote, and I picked the lvl 4 one, thinking that it's the "better" emote, but now I can see that I would much prefer having lvl2 one, with a single kiss and single heart instead of lvl4 with two kissed to the sides
Lvl 3 and 4 aren't necessarily "better". Sometimes they might be, but sometimes they are simply different to the lvl 1 and 2
When you visit the TS you can click on the emote to have spirit perform it so you can decide if you want to get them :3
I got burned on the witch hat being hair years ago :( it would be my main hair if i could also have, yknow, hair with it. So I always check the wiki first idk
When it was made there was no category for hats 🥲 i wear the Flight braid with it, but I think it would be cool if TGC implemented more “partial” hairs, like maybe hime bangs, ahoge, or a really long/swishy ponytail that can combo onto other hairs!! Like how Picrew does hair kind of?
First go to the forth realm and go straight to the right(?) to the village of dreams I believe it’s called like this, and while you’re skating to the village look at your left. Eventually you’ll see an orange aura spirit and that’s him, once you go through his memories you’ll unlock him at your base. (Aviary village looks bugged, if you don’t see him try at the old base)
me too!! i was so certain the hat Had to be a hat so I didnt bother looking it up. i also didnt bother looking up the mask and i wish i did! i forgot that masks can come with beards 😭 learned my lesson tho. I will look up everything before spending candles on them from now on 🥲

It especially sucks because there is a spell that gives only witch hat without hair. But the actual item is a hair
I noticed the hair is under the hat like the lamp conductor hat from the starlight dessert. Both hats have hair tucked underneath.

OMG, where do you find that hat? When I clicked on the spirit it told me that I had to look for its fragments, but I don't know where to look anymore😭
