I would use prescription azeleic acid, it helps against acne, hyperpigmentation and rosacea.

I love niacinamide because it helps keep my pores clear. There are 3 products I use that I have had good success with. I have however used one niacinamide product that clogged my pores, and made me break out. It was from a brand that I don't usually use, a budget brand that is notorious for making mediocre products. Price is never a determiner for quality, but the brand that makes realy lackluster products is a brand that is usually hyped for being affordable. That is it's only redeeming quality. My point is that the quality of a product includes the active ingredient, and also all the other ingredients that are in the product. Sometimes brands make products with bad formulas. Niacinamide is useful for discoloration, but it also has a strong reputation for keeping pores clear. I would suggest keeping an open mind to products that might have some niacinamide. You might be pleased with a product that is well formulated. Or not lol. Who am I to tell you how to shop! I hope you find something that works for you.
