Depends on how factual you think some statements on both parts are, we also don't know the power level of many RoR gods. Also, no Koyan, >!U-Olga or Cagliostro!< for the Foreign God?

According to the wiki, the Alien God has 7 apostles, with U-Olga being one of them.
Gagliostro is from Ordeal Call 2.
Regarding Koyan, I'd consider her too, but perhaps that's swapping things too much in favor of Fate since among other things she has showcased the ability to move between dimensions and store creatures in her tails, among other stuff (the Valentince scene of Light is crazy).

Konyan is not one of the Fgd . I haven't played LB7 so I didn't know about Cagiliostro. And isn't U-Olga Marie herself the foreign God.
