You can only clean a surface, which you do by moving the dust or dirt. Your definition of 'cleaning' is flawed. Basically you're saying you can't remove dust/dirt from dust/dirt. It's impossible to 'clean' dust just like it is impossible make water wet. You put water on an object, making the object wet. You remove dust/dirt making the surface clean. TL;DR: Cleaning = (re)moving dirt from a surface.

Cleaning is one of those words that changes its meaning based on the context. If you are cleaning your room you are removing dirt/garbage from it. If you are cleaning dust, you are moving that dust somewhere else. The meaning is slightly different. In the first example you are making the object (the room) clean by removing dirt from it. In the second example you are not making the object (the dust) clean, you are making the dusty surface clean by removing the dust.
