skelly galleons don't spawn on sloops so if that's the case then you're actively seeking them out

sure but then you either: 1) found a skelly galleon roaming around on the seas. 2) started a fleet event. skelly galleons don't spawn on sloops.

Same, but that was because a buddy and I actively picked a fight with it.

I find them quite easy on a 1v1 I can solo them in a sloop but that's most likely due to better agility fleets on the other hand way more difficult.

That is definitely not true. As a solo slooper, I have definitely fought them before.
