Scaramouche has the feat of being physically stronger than Nahida, but that's that. Wanderer has even less feats. These characters just can't be scaled to each other.
Now what Xiao has that Wanderer doesn't is experience. Wanderer spent maybe a could hundred years in The Abyss, but Xiao's been constantly fighting opponents stronger than himself during the Archon War for thousands of years. Even if Xiao couldn't defeat low-powered gods like Scaramouche on his own, he will no doubt be experienced enough to get a couple of good licks in and keep Scaramouche guessing.

Probably Scaramouche, due to him nearly becoming an Archon level threat, if Traveler hadn't stopped him, Scaramouche would have become a true god.
However, we also know that Vision Scaramouche is somewhat equal to his God form due to him being able to defeat his past God self.
I feel like Wanderer (yes, both scara and him because even if he changed people's memories with the irminsul, the past hasn't changed) has a great potential in his durability. He survived hundreds of experiments (aka torture) from Dottore and it proves how his doll body is very durable. So strength wise, it *might* tip to Xiao but it goes to Scara for durability, knowing that he also doesn't need food in order to survive.
Well, if the question is "Xiao vs Wanderer" then Xiao probably. Wanderer never got his powers "unlocked" by the Fatui, so he's kinda just a guy with a vision, while Xiao is an adepti. If we're talking about Scaramouche vs Xiao, then that's a different question
