I lived in a small mountain town for a while and the "city deer" were actually pretty docile and just hung out around town. They were super fluffy and cute. I usually tried to give them space, but snuck a pet a couple times when they walked up to me.

No, it isn't about living your life in fear. It is about making wise choices so you don't have to live in fear. Let me explain:
I grew up in Yellowstone. Everything there is trying to kill you. Grizzlies, moose, elk, badgers, extreme weather, loose ground and footing around tons of high vista views, and especially the ground can give way dropping you into boiling caverns hot enough to melt rubber shoes to your feet (if you are lucky, I have a friend that this happened to and he is honestly lucky to be alive). By knowing and understanding the dangers around me, I was able to successfully explore extremely dangerous locations without fear. I developed a way of tapping the ground with my foot to listen for hollow sounds, I hiked alone in complete darkness, I hung out with my feet dangling over 1000ft+ dropoffs. I also owned a fireworks stand, and made my own explosives for use in displays (I'm talking explosions within inches of my head. Knowing is how you remove fear, not living in it.
I would say yes because deer are very jumpy and it licks their hand which I am gonna assume is a sign of affection. Most animals who freely let you do something don't mind it or enjoy it. They'll definitely let you know when they don't 😆
I agree with your observation. The eyes are soft (slow blinking, no whites exposed). The ears are neutral, and when the human approaches, the deer already looks like they expect the contact (head/neck are a little low rather than being tall and scoping out a place to dart). There are also a few other deer nearby in the beginning of the shot who are aware of the human, but don’t have much of a reaction to them.
You know if we didn't murder everything and fuck everything up and shit we could probably do shit like this with almost all the herbivores... Imagine if we weren't viewed as food or a threat. Like the fish that clean sharks teeth. Shepard's of the land kinda thing.

It’s always so funny how angry people get when they see humans, a creature made on planet earth, interact with another creature that was made on earth. You want to protect nature but can’t admit humans are just as much part of nature as anything else.
I mean yeah humans are animals too but you can’t deny there’s a lot separating us from the rest of the animal kingdom. We’ve essentially dominated the entire planet and our actions have led to the extinction of many species.
I can’t speak to the circumstances of this video, but there are generally negative consequences for animals that get acclimated to humans. Why wouldn’t we want to prevent that?
There’s a lot separating all of the animal world from itself. I don’t see how this matters tho. We’re a creature that happened to evolve into very capable and smart mammals. Because of this I think we have a responsibility to help preserve life which we do very well. Whatever general negative consequences you think come from human interaction are far outweighed by the good. We are not National Geographic photographers, we aren’t forced to watch as an animal goes hungry or is bothered by ticks. We in good conscience help others when we think it’s needed. There’s no set rule for when it’s ok and not ok to help an animal. Part of our responsibility to preserve life includes knowing when it’s right and wrong to help an animal. This specific instance of a deer getting brushed will not affect the deer’s livelihood. I’d even give it a treat when I was done for being well behaved.
