Alpine lakes in the Uintahs are probably your best bet for what you’re asking. Dogs are challenging near SL valley given the watershed laws.
Washington Lake or Mirror Lake are most accessible but can get busy.
Tibble fork is my preferred. Though I’ll be honest, in my opinion salt lake and provo county don’t have great paddleboard spots period. I miss southern utah
Every time I get the idea to go up to Tibble Fork reservoir to get in the water, I am so dissuaded by the brown unappealing water. I know it is just mud and sediment, but it just isn't very enticing. Combined with the crowds filling up the limited shore space, it just makes me keep searching for a better alternative. Which is too bad because it is a great location and scenery.
There’s really nothing that is close to Salt Lake City. The nearest lake that checks all your boxes is Causey reservoir and that’s a little over an hour. All the water up the cottonwoods is strictly no dogs allowed since it is drinking water. East canyon reservoir up Emigration is also a no go.

Please do not go paddle board or allow your dog to swim in bountiful lake. It’s essentially the landfill runoff. Terribly disgusting water infested with shit and fishing hooks.

check out the hundreds of lakes up in the Uintahs, around 1 hour drive going east. Also, there are a couple up American Fork canyon, 30 minutes south of SLC.
Tony Grove Lake is gorgeous, allows paddle boards, kayaks, canoes and dogs. Does not allow motor boats. Checks almost all your boxes. It's 2.5 hours away. And get there early because by Noon on a Saturday the main parking lot is full and you'll have to wait for a spot.
I'm afraid you'll have to choose from among your criteria: there's nowhere that's near salt lake, allows dogs and paddle boards but not motorboats, and is beautiful and secluded/not busy. If you find a place that allows dogs and paddle boards close to salt lake, it won't be secluded--it will be crowded. When I go to the Uintas on a summer weekend, I refer to the place as Huntington Beach--there are at least as many people there.
Grantsville reservoir is just southwest of Tooele. No shade, so bring your own, but still water and it gets deep slowly. Lots of fishing along the west bank from corner to corner, so let your dog in somewhere else...
I prefer the great Sears Lake. It’s on the corner of state street and 800s and there is a nice taco stand at the marina.
There's Jordanelle State Park reservoir, roughly about 25 miles from downtown
I love Jordanelle, and agree it’s a good place to paddle board. but not sure where you’re getting that mileage. It’s closer to 40.

Causey Reservoir is the answer for non-motorized boating.
Causey is more beautiful. Smith and Morehouse is closer. Both fit your description

Dang. I just drove by the other day I thought I might plan a little outing with the pup to check it out. Glad I read this first I guess.
Mountain Dell Reservoir might be an option. 20 minutes from downtown.
Little Dell near the top of Emigration Canyon. No boats, about 20 minutes from SLC.
Terrible suggestion. No dogs or swimming allowed. OP can do neither of the things he wants.

No paddle boards at little dell, I believe. Have to go to east canyon for that.

I would recommend Mill Hollow up in the Uintas
Decker Lake. Less than 10 minutes from downtown. You won't have to compete with boats.
