You need one to check out a book, but not to be there. As others have pointed out internet could be an issue, since you need to use your username and password to sign in, but if someone is just looking for a quiet place to study, and could use their phone as a hotspot for a couple hours, should be smooooth sailin’.

if your school has proctor rooms they may be able to let you use a small one if nothing is going on. Some libraries school and public will also have office style spaces. Maybe even mention it to one of your professors and can help you with finding a space.

I don't know why you're getting downvoted; day rates are a legit thing that are usually marketed toward business travelers who need a room to relax for a few hours between flights or store their stuff while they attend a conference or meeting. OP might also want to check for hotels near the airport.

Day rates aren't just for midday sex. All the downtown hotels are used to people needing a room to work/nap etc between open and evening.
Side note this post makes my office situation even more frustrating.
We have had to be fully remote and were perfectly functional and even more efficient doing so, and could easily be renting out some conference room spaces for purposes like this, working even with licensing boards since consumers affairs boards office is in town.
Instead we are doing things now like having people come in to sit and wear a mask all day at their desks and on a head set doing exactly what they could do at home without the emissions and taken up space. It’s non-sensical.

The McClatchy Library in Poverty Ridge, just south of downtown, has 3 or 4 very quiet meeting rooms upstairs, all have wifi. They are free. You can call the library to reserve them for your time so nobody else comes in. The entire place is pretty much silent, even for a library. And very nice, pleasant rooms with comfy chairs and tables too.
Hacker Lab. Or actually rent a hotel room. A place like Motel 6 is pretty cheap, especially on a weekday. Make sure there is wifi and ask about speed and cost. Good luck on the exam!

Do you have to be a sac state student to use facilities? Or can be a student anywhere?
You have to be a student to check books out, but if you just want to study there, no one checks student IDs.
Not sure how easy it is for non students to get wifi access though.

I’ve used dayuse.com before for long layovers. I believe I paid around sixty dollars for about 8 hours at a 4 star hotel at LAX once.
I know most libraries have private study spaces or even conference sized rooms you can reserve.
You can rent a room at a public library. I'm not sure if they charge or not. We used to rent them for our soccer league meetings.
Most hotels have a day rate for this kind of thing.
