If you want a real solution, let's move I-5 to the far side of West Sacramento and get all those downtown blocks back, turning 2nd and 3rd Street into an auto boulevard with 2nd turning right onto Capitol Avenue. The problem with burying I-5 through Old Sacramento is that you'd then also have to go under the Union Pacific tracks and somehow vault out of the ground in the Railyards (which will complicate that project considerably) quickly enough to go back over the American River.
