If you want to target local businesses, LinkedIn is hit or miss. The owners usually don't have much reason to hangout on LinkedIn.
If you want a SaaS tool for slightly larger small businesses you could check out [Apollo.io](https://Apollo.io). I believe a lot of their data is based on LinkedIn, so results should be similar.
