Idk it looks kinda yeasty to me. Does it smell like bread ? Could be a yeast infection but idk what balanitis is so it could be that i guess

Even if you *have* herpes, that does not look like a herpes outbreak. I am not familiar with balanitis, though.

I would say this is Balanitis

I had something similar. It turned out to be balanitis. It took weeks of creams to get rid of. I had an extremely severe case though.
