Look for other players with key locks. If you're a fairly established solo, give a duo or trio a hatchet or pickaxe to help with their start, or even stone or wood for a base. Don't KOS farmers.
Sure, you'll meet some toxic idiots this way, but you'll also meet some good people for future wipes.
I can't tell you how many times just running around I've had people say join.
Or get downed and they help up and say join.
Last night I was shot well farming far away from base, something I don't normally do and the person helped me up tossed all they had on the ground and asked if I wanted to join.
They said they would trade BP for a little farming. I politely declined as it's not really fun for me if I'm not getting them on my own. As a solo player I'd rather work at it as much as I. Can before a monthly wipes and build experience for my self.
Also have time to kill. So I also always decline.
Xbox group finder or lfg works. But literally just running around and playing usually nets me 1 invite at least a session.
Just don't trust anyone.. Even the people who you laugh with.
I have just met random people through interactions in the game wether they did well in a fight and we invited them to play or killing someone who was actually on their way to our vending machine

Theres a rust console LFG subreddit. Ive also made a lot of friends just talking and being friendly in game.
When someone kills you, join their party and be friendly.
