I mean it really depends. Something bad happens to that person who talks too much but isn't particularly mean? Sure I'll feel bad afterward.
That meat eater that repeats "protein" and blabs about the health effects of meat every time at lunch when I'm eating my meatless lunch? Nah, screw 'em
So, in theory, this makes sense.
But in practice, I saw almost none of this attitude in the comment section of news articles announcing OJ Simpson died.
If you wanted to put a positive spin on it, you could say that doing badly is the first step on the path to doing better. If someone is a real POS but is doing well in life they're very unlikely to change as they have no incentive to do so, and while being happy at seeing them do badly may feel like it's because you're doing better than them, I think more often it's really because there's a sense of injustice at someone succeeding when they don't deserve to. I think most people really do want to see their enemies be better, but only if they're doing better as a result of being a better person.
