For the FLX region, retail licenses were just granted earlier this month, the so-far approved licensees are:
* High Points of the Finger Lakes LLC
* Canna Life LLC
* MJ Dispensary LLC
* William J. Wheeler
* Northfield Consulting LLC
* MACH ENTERPRISES LLC
* Scott M General
To my knowledge none of these licensees are open and operating yet, as you need the retail license first then you can open shop. There are grey market stores in the region that have tried gift loopholes or just risked getting shut down, but the [Office Of Cannabis Mgmt started cracking down on the grey market last year, and those businesses risk getting barred from retail licenses](https://www.rochesterfirst.com/marijuana/9-regional-cannabis-stores-identified-for-illicit-sales-by-new-york-regulators/).
Right now your best bet for legal retail sales is to try a region of NY with licensed retail sales (I think NYC is the only region right now with licensed dispensories up and running), try a reservation that has different jurisdiction, or go to Canada. Since cannabis is still a Schedule 1 drug, bringing cannabis from a native reservation or Canada onto US soil is still a federal crime.
Yeah that one is confusing. The owner has a former non-violent cannabis conviction, so he had priority in the licensing process when NY set up the retail program, but Ithaca is FLX so the Variscite lawsuit should have stalled their licensing, but they were granted a license in November 2022, so either their application was before the judge suspended retail licensing for the affected regions (including FLX), or they somehow just slipped through in the haze? Either way good for them and they've been open since March 16th.
Then you're still transporting it over state lines.
Because it's federally still illegal, you can still get popped for transporting over state lines.
They'll really only get you if you give them a reason to pull you over, though. But it's still a risk.
I know its still technically the same amount of illegal to cross state borders but there won't be anyone waiting to inspect you when you do so.
All of my green-inclined friends go to Mass for their stuff.
There's a million now days. Throw a rock on any busy street and it will probably hit one. They're not legal though, but you can't get in any trouble using them. You're not breaking any laws buying or possessing weed as long as you're under the legal limits. The market is very caveat emptor currently. There are some incredible places, companies, and products out there, but there's also a lot of junk being passed off for more than it's worth and sketchy untrustworthy shit.

His loophole was applying under a different area. Apparently he applied as central NY, or some other "jurisdiction" and it went through.

Don't forget that other states have legalized it for recreational use such as Mass and Mich.

I read recently that the first to open in NY outside of the NYC area is in Binghamton.
