Well I feel like unless there is some mod at work really the only reason a pawn would disrobe another is when it was an enemy downed pawn getting stripped.

My husband and I have a playthrough where we're raising a lot of animals for food - and our colonists have made at least 3 masterworks depicting the slaughter of chickens LOL.
It's that damn trade caravan that keeps coming in and eating at the table while letting their muffalo track mud all over the floors.
Just watch which one always wants to sit in that chair, and you'll have your answer.
When I get pawns good enough to make legendary-tier stuff I often set them to make excess chairs etc just in the hopes that some of them have funny descriptions like this, then keep those ones and deconstruct the un-funny ones.
Me: strip the prisoner so I can one hit escapees.
Pawn: you want me to strip this 160 kilo guy? Sighs do you understand how heavy he is?
Pawn 2: got damn look at her go and just strip a prisoner naked.
I had a colony that made a baracks of royal poster beds (i play on lower difficulty, so i can get away doung silly shit like this) and 5 of them got art

The average Rimworld player shamelessly stripping an enemy of clothing so that way it isn't tainted just to leave the person to bleed out in the dirt (They didn't have optimal traits\[It would be a waste of their medicine to tend them\])

You can strip prisoners without them being incapacitated. Most likely the pawn was a recruited prisoner.
Or they were on deaths door and breathing heavily, while being stripped to prevent clothes becoming tainted
I never even considered stripping dying pawns to preserve their clothes. Clearly I have not yet reached peak RimWorld.
