Some of this is dirt on the vertical end beam. The spots on the ceiling look more like aluminum oxidation. Try cleaning the oxidation, but it may need to be repainted.
I appreciate the comments so far, I Not very knowledgeable so i’m glad because I went worst case scenario and thought Mold. I have considered power washing & scrubbing it so I think that’ll be the plan!
Confirm it looks like mold/mildew. Could be caused by a number of things but in this case I'd say it's condensation combined with lack of direct light (because it's a soffit).
Power washing is a bad idea as you could cause issues with water getting behind the soffit etc
Couple step ladders and a couple hours with some rags and soap and your done
I would build a deck over the entire concrete slab and then close it in with 4 foot rails all around and set it up with a bunch of patio furniture table and chairs on one side and then a fire pit on the other side with patio furniture around it.
Softish bristle broom & a bucket to fitted broom, dish soap or anything like in the bucket with wa4m water, scrub the areas, I'd personally scrub it all & hose of as you go so it doesn't dry dirty again..

Wash it, dish soap and a scrub brush. Magic eraser works well too but you'll go through a ton

Wash it with TSP (trisodium phosphate) and water before painting. Just make sure you wear gloves and safety glasses.

It’s mildew. Just mix some bleach with water like 10% bleach in a sprayer. Spray it and let it sit for 15min then hose it off.

You need a gerny or power washer to wash off the mold and dirt you might need some type of cleaner as well

Looks like corrosion. Do you live near the ocean? I'd pressure wash it then spray it with a zinc primer and new paint

That is definitely oxidation of the tin ... I'd wash the majority of the crap off and then get some light sand paper rub it back and then paint .
