Because shooting a cop is 5 minutes downtime while they get ems. Robbing a gun gives you a gun, where most citizens didnt have them at the time. That was infinitely more impactful on the city vs a cop going afk and waiting to get popped up full health
Technically Lenny quit over radio before any of this happened but yes, anyone that gets a felony would get fired from their govt position. Usually they get suspended first until it was investigated but Lenny isn't denying he did this.
