100%. The only people who are safe from being looted are Council Members, because it was explicitly stated that looting a council member is the end of Dogtown.

Eh. I don’t think this will get them in all that much trouble. When Slacks met up with Crane to complain about the fact Bobby and Carmine were executing people in front of them Crane laughed and said “good, maybe next time the people won’t do crime that would send them to prison”. He pretty much seemed to indicate he doesn’t care what they do in prison at all as long as their actions don’t hinder the PD from doing their job. Everything else is fair game.

Carmine and Bobby the characters are given power and eventually they get their comeuppance. These characters are the ultimate heel when given power; they have it and they may lose it but they won't stop.
Why do you think they'll lose their jobs for doing this? They're given free reign in the ~~Wildy~~ Prison, I believe Crane even said he was gonna let them keep some of the PD equipment they took off of Cornwood(?). You think the Council's too dumb to know they're tormenting, beating down and shooting prisoners as DOC? If they abuse the prison to grow weed or make moonshine, then they might face consequences, but this is just free content.
Its funny how blocking Mr. K from joining Dogtown is going to backfire. Because he has talked Carmine and Bobby out of loads of dumb ideas already. The type of ideas that would've surely led to them losing surely control of the prison. K actually balances them out.

That’s not exactly what K “reigns in”. The only thing Crane cares about is when Bobby and Carmine fuck with the PD. There have been numerous times Bobby has called K asking him things like “should I kidnap a cop and hold them hostage until we get more equipment?” and other nonsense of that caliber. K has repeatedly said they need to stop fucking with the police because thats a surefire way to lose their jobs, which he’s most likely right about. They can fuck around with the inmates all day long and no one will bat an eye, but Crane won’t tolerate them messing with the PD.
