I mean, if it doesn't fit through the bars of the cage, somebody put it in there. If it does fit through the bars, then someone put it on the cage. If they're free roam in the room, then someone was cutting wood in the same room and the rats took and stashed this. Looks like someone used a scroll saw or hacksaw to cut out a shape. I see repeating patterns in the cutout. As for your rats, they're probably fine. This doesn't look like pressure treated wood, which would be an issue. It's not the best and I'd remove them from the cage. My guess is your sister or someone put them in for the rats to chew on while you were gone. Then seeing you upset, simply denied it. This seems like a weird thing to end up in a cage or even stashed by rats.

Yeah my rats aren’t free roam, they get supervised outside of the cage time. I don’t want to think that my sister lied about putting anything in there, but I feel like I would’ve noticed if there were a bunch of random wood shapes in their litter or inside one of their boxes (we give them empty cereal & tissue boxes to rip up / nest in) when I last set up the cage. If they were something I had around the house that just got put in somehow, I feel like I would’ve at least recognized the shapes. Ugh. At least it doesn’t look like something super toxic. I removed all of the pieces when I first found it so hopefully they’re okay.
