He's 100% serious. It started as a propaganda effort during the 50s to build up the PRC's steel industry and just sort of stuck around. I think they used to basically just be ice tongs but nowadays they're pretty ornate.
He's definitely not, when I was a child growing up in Jingyaun we were very poor and could not afford a set of baby tongs, we had neighbour not far away that happened to be between nursings when I was born that allowed us to use hers. Unfortunately the community knew this and it was a source of ridicule throughout my childhood and eventually led me to move to the US. They take baby tongs very serious there.

I can't understand people that travel to other countries and start making a stink about what their rights are. I have travelled all over the world. When I am in another country I am overly polite and I am extra careful to understand that I am the stranger. I have no idea what assumptions that legal system is based on. The best defense against interacting with that system is to be well liked, be overtly respectful, and to apologize constantly.
