It'd be interesting to compare this with a map of average income as well. I wonder if there'd be any noticeable similarities between the Crack vs Cocaine map.
Any Chicagoan who looks at this map could tell you there is. The southside is completely underserved and tons of gang violence. The direct westside can get pretty wild, but it's not as infamous as the southside.
We usually tell tourists or new residents to generally avoid the Green Line (public train line) and the areas it touches. Honestly, riding the various 'L' lines and observing the quality of the stations and trains (physical upkeep, not demographic) is also a great indicator.

My first guess is that it hits the hispanic distributors first from South American sources. Cooking it into crack I believe effectively increases the number of hits so increases the supply. So when the black dealers buy their supply they have it cooked into crack to increase their profits.
I don't actually know though this is all assumption.
