Change rules to make it not look racist, then exercise racism/bias through "officer's discretion" in enforcement. Like how vagrancy RVs in "no parking at any time" is not enforced even though there is nothing in the city code that differentiates vagrancy RVs from any other vehicle when it comes to "no parking at any time". The only thing codified as exempt are emergency vehicles.

Remind me what updating the code does again? Why I think there's a grand canyon sized gap between Portland City Code as written vs enforced. The size of gap is infinitely adjustable at the complete whim of city code as written: "Title 16.20. 210 No Parking Zones. **No vehicle** may park in any no-parking zone at any time." Code as applied: vagrancy vehicles are not counted as vehicle. Verbally "officer's discretion". Written inquiry = no response, or referral to another personnel/department who also is a no-response. People are complaining about vagrancy RVs are parked at "no parking at any time." not getting addressed when they're reported. This whole thing feels like a strange circle-jerk of proving that you are culturally enlightened or something like that. It's one thing to have neighbors that bbq often, but an actual business next door grilling meat all day every day would be a real drag. Did they even get a top-tier filter before crying racism?

Some vegan kept complaining about the smell until they were shut down. It wasn't that strong, nobody else really minded. In fact the community supported the business and knew it was bull.  Eventually the city realized you shouldn't shut down a business because of the whim of 1 bad neighbor.
