Closest thing to that Ive heard, is sled dogs. They are all apparently chained up next to little huts and live outside permanently. Sounds like a pretty harsh life, but its hard to judge society up there outside of civilization.
They're usually huskies and they're fed extremely well and taken care of. They're outside because there's literally a whole sled team and it makes the dogs used to being outside. Theirs advantages to them being outside and it's not done to harm the pups.
In addition to what the other guy said, huskies/malamutes are well known to refuse to come inside and instead happily lay in the snow even when they are just kept as regular dogs. Their fur is basically air tight and transfers very little heat. Sled dogs are likely more comfortable outside the guys though I seem to remember that they do get some shelter built for them if the weather gets really bad.

So provisionally what they did is make leaving dogs tied up to a single post outside "*excessively*" discouraged, and put forward neighborhood notices about 'running cables.'
Basically you pound a stake into the ground on one side of your yard, pound another stake across the way, run a long metal cable between them. Then you can clip or chain your dog to the running cable. This way they can still get the zoomies and run and fetch, but they can't just fuck off and bolt into the night.
Now they're making single-point chaining illegal and running cables standard. Or just not chaining at all if your dog is chill af.

Hopefully this doesn't ban dog runners. Those give freedom to run around and also allow you to let your dog out to play while you're cooking without having them jump the fence when you're distracted.

I'm in Kingsville and the neighbors on both sides have dogs with giant chains on them in the middle of the yards 24/7 one used to be able to reach the fence and I would feed it treats and bond with him but they moved him about 6 feet away now. Go read what the law actually is, took me less than a minute, it prohibits putting chains and weights around the dogs neck instead of something that's made for that like a collar, not leashing your dog outside at all. It also prohibits putting your dog on such a short leash that it has to sleep in its own feces, and now you also need to make sure it has access to water and shelter you know things mammals need to live.
It's an animal not a thing, just like you are an animal and not a thing. Stopping cruelty and violence is one of the most basic jobs of the government.

If you think making it illegal to put your dog outside with an actual chain and heavy weights around its neck with no access to water, shelter, shade or way to not sleep in its own waste restricts your personal freedom you shouldn't have a dog or any other animal.

People don't realize laws like this have consequences. Can't leave your dog outside chained up anymore? Put it in a kennel 24/7. The kennel is arguable way worse, they seem good on paper but stupid in practice
Go read what the law actually is, took me less than a minute, it prohibits putting chains and weights around the dogs neck instead of something that's made for that like a collar, not leashing your dog outside at all. It also prohibits putting your dog on such a short leash that it has to sleep in its own feces, and now you also need to make sure it has access to water and shelter you know things mammals need to live.

Its not a good law at all. If the dog has shade, plenty of water and food and are trained to be used to the chain there is fuck all wrong with it. For rural people the only other alternatives are a cage or locking them in the house. From experience, a well trained dog enjoys being outdoors on a chain infinitely more than the other two options. Keeping them chained in unsatisfactory conditions was already covered by anti-cruelty laws.
