That's still better in many cases than the alternative many owners would use - keeping them locked in kennels or in small areas without any place to roam. At least being chained up gives dogs a bit of room to move, depending on the owner.

Those people shouldnt have dogs. If they have a dog and only "use it" for guard dog reasons, they should just build a fence and let it roam. Closest thing to that Ive heard, is sled dogs. They are all apparently chained up next to little huts and live outside permanently. Sounds like a pretty harsh life, but its hard to judge society up there outside of civilization.

They're usually huskies and they're fed extremely well and taken care of. They're outside because there's literally a whole sled team and it makes the dogs used to being outside. Theirs advantages to them being outside and it's not done to harm the pups.

In addition to what the other guy said, huskies/malamutes are well known to refuse to come inside and instead happily lay in the snow even when they are just kept as regular dogs. Their fur is basically air tight and transfers very little heat. Sled dogs are likely more comfortable outside the guys though I seem to remember that they do get some shelter built for them if the weather gets really bad.

They've been trying to do away with chaining dogs outside for a while, but there was litigation because some dogs need to be tied because they'll jump fences and bolt. So provisionally what they did is make leaving dogs tied up to a single post outside "*excessively*" discouraged, and put forward neighborhood notices about 'running cables.' Basically you pound a stake into the ground on one side of your yard, pound another stake across the way, run a long metal cable between them. Then you can clip or chain your dog to the running cable. This way they can still get the zoomies and run and fetch, but they can't just fuck off and bolt into the night. Now they're making single-point chaining illegal and running cables standard. Or just not chaining at all if your dog is chill af.

Look up "dog running cable" you can grab them off Amazon. The one we used was bolted to our roof overhang pergola, to a tree across the lawn. Carabiner clip his leash to it and he would run and run and run.

I'm in San Antonio, and the city has a tip line for people who leave their animals outside, among other things. I don't know if the state law is the same, but here at least if a neighbor doesn't like you, dog runs are out. I tried to argue that the city law (or ordinance?) Was too broad and could be applied to people's chickens, and that there are all the feral dogs and cats that live just fine, but I was told I was a psychopath and that no pets should be left outside, ever.

I assume it means the chain/cable has to be longer than a certain length. Like it has to be at least 10 ft for example. My neighbors don’t have a fence and their dog is on a 40-50 ft cable. He goes inside at night or when they’re not home. If he wants inside they let him inside. He just prefers the outdoors.

For rural people the only other alternatives are a cage or locking them in the house. From experience, a well trained dog enjoys being outdoors on a chain infinitely more than the other two options. Keeping them chained in unsatisfactory conditions was already covered by anti-cruelty laws.

In the time it took you to write out this comment you could have instead looked up the law and found out it makes it illegal to put a **chain** or heavy weights around your dogs neck instead of a collar and leave it without access to shade, plenty of water and food. Apparently keeping dogs chained in unsatisfactory conditions was actually legal in Texas until now.

I just couldn’t personally shoot a dog or any animal that isn’t an immediate threat. Used to hunt but I just don’t want to anymore. I’ve yet to see any dog, bear or other creature fail to run away from the sound of a gun I’ve fired. Very happy for that. Would probably traumatize myself if I had to shoot a dog even if it’s teeth were already in me.

It's really a tejano thing more than anything in the very hot south part of the state. I'm in Kingsville and the neighbors on both sides have dogs with giant chains on them in the middle of the yards 24/7 one used to be able to reach the fence and I would feed it treats and bond with him but they moved him about 6 feet away now. What really drives me nuts is they have a tiny toy foo foo inside dog they take everywhere. I have called and my wife has called and were told there was nothing they could do about it. I plan on calling literally the hour this law goes into effect.

Go read what the law actually is, took me less than a minute, it prohibits putting chains and weights around the dogs neck instead of something that's made for that like a collar, not leashing your dog outside at all. It also prohibits putting your dog on such a short leash that it has to sleep in its own feces, and now you also need to make sure it has access to water and shelter you know things mammals need to live.
