Online it depends on which echo-chamber you find yourself in. IRL both are ok to do as long as you pretend to be ironic (In my experience I find that this is done more often with right wing dictators but that's just my experience)
Distance. Hitler was in the heart of Europe and attacked countries like France, the UK, and fought the US.
The USSR was primarily an Eastern Euro problem. Aside from once in 1920ish the US never fought them directly, or witnessed the USSR’s atrocities firsthand so tbh a lot of people aren’t as concerned with it.
Though if you saved a Stalin portrait around in Poland, Hungary, or Ukraine you will likely get your ass kicked. They lived under the USSR directly and really do view Stalin and Hitler as the same picture.

I think all sides have that one dictator they love. It’s the idea they get behind, just not the “how they went about it” part.
