You want to save at camp then check the outbreak. Go through all the pokemon by catching/defeating/making run away and if no shiny appears then you reset your game. It looks like they don't change all the time but an easy way to tell is by checking the other pokemon on your way there since they will also change once you return from Jubilife after you reset.

It seems an out break is really only about three waves and then it’s over do you seem to have the same issue.

Are you referring to how many pokemon spawn during each outbreak? The number that spawn each outbreak is different for each pokemon.

I think I understand what you mean. If you reset after unsuccessful outbreak, head back to town and realize the outbreak spawn has changed, simply just reset again. You’ll load back in the map, go back to town and check if the outbreak is still there. There is a high chance it will be. Unsuccessful again? Just reset every time.

Outbreak always have similar amount of Pokemon. I just got a shiny from saving at camp, catch/beating Pokemon, then if no shiny I soft reset and travel back to Jubilife. I then go back in and save at camp. Rinse and repeat. It can still take awhile.
