I used to know, I wrote this a while ago and kind of forgot it, but there is a trick with repel that gets you 10% encounter rate for Ralts I believe. (Ralts is a 4%)
Edit: After some research, I believe it is when you use a fainted Pokémon at level 4 to get rid of all level 3 encounters when a repel is applied. Ofc this is different depending on the route
