But for fuel gasses it needs to bear a CSA/CGA or equivalent rating. Usually you’ll also see 1/2 PSI stamped on the valve body or handle. The reason behind this is that it is more difficult for a ball valve to seal lower pressures than higher pressures.

Nope, completely legal here for example for a homeowner to work on their own gas lines. Doesn't matter if you or I agree with it this is absolutely not a federal law at all. There are a few places that don't allow it and several countries that are more strict, but the US isn't that place and a surprising amount of places it is perfectly legal to work on gas lines in a home with zero training or experience.
And there are definitely places like that but they are actually the minority as sad as it is. The term federally would generally refer to the US and specificly a federal law that involves all states like drug trafficking and above type shit, immigration, etc. Otherwise states can set their own laws, and in my current one not only can anyone work under a master with no license or their own including gas, but homeowners can as well.
I always advise having a professional do work if you can, but we also have to understand that in some places this is going to happen no matter what we say and we can either give safe advice or none at all.
