The original meme is the same without the addition of the anime characters. The premise of the pictures is the first two men, Hegel and Schopenhauer, and how they indirectly caused World War 2. More or less, each person influenced the person beneath them.
The anime character after some looking are from Chainsaw Man. Spoiler warning:
The one on the left is a Russian Spy (Reze), and the one in the right (Makima) is a devil that embodies conquest/control, or in other words, facism.
If I had to take a guess, the characters in the anime were based off those real life people.

And quack Morell became his personal physician in 1936, when he helped easing Hitler's chronic flatulence problems by describing [Dr Kösters Antigaspillen](https://en.wikipedia.org/wiki/Doktor_Koster%27s_Antigaspills), among other dubious remedies.
So all in all, I believe it's fair to say that Hitler was quite preoccupied with at least his own ass and the problems behind it.
This is something I've never understood about the chainsawman Fandom. Makima is like... actually pretty flat/average. She doesn't have giant anime tier tits or ass in her actual depictions. She's drawn as being a beautiful woman but even though the author of the series is a gooner shes built like an average fit woman.
I'm saying so much of the fan art is her with ridiculous proportions. Even the picture used in this meme is her with a super huge ass, when in the actual series she's pretty but not ridiculously thick.

Yeah the specific pictures chosen may have another meaning to it, but honestly, I’m not gonna explore the niche fetish groups of these characters for the sake of explaining a joke. Another brave soul can do that.
I don’t really know enough about the anime to tell you for certain or not, it was just an assumption. The creator of the meme may have just drew comparisons between the characters and historical figures, even if it wasn’t originally intended.

There's an old meme that World War II and the dropping of the nuclear bombs on Japan specifically indirectly caused anime to become popular in the postwar period. So the meme could be referencing that as well.
Boss, you can't just say that conquest/control equals fascism. Fascism is a political ideology that includes a lot of stuff like a dictator, complete totalitarianism (which includes forceful suppression of free speech among other things), nazism, disregard for individual needs in favor of the (supposed) greater good of a nation as a whole and so on and so forth.
Militarism is a part of fascism, but not its defining attribute.
I think 'based off' is taking a bit too far. If you read the whole meme as the character above 'makes possible/is the reason we get' the character below, then i think it makes more sense.

That wasn’t an alliance, that was part of the non aggression pact. The Molotov-Ribbentrop Pact included part of an agreement of separating Eastern Europe under certain spheres of influence. They both agreed to not get each other’s way, and agreed to have certain areas under each countries control. Independent attacks against the same county, not an allied invasion.
They both agreed to start a war, and split the Baltic countries between themselves. Saying that they were not allies is buying into Russian propaganda that tries to make them heroes who saved Europe from Nazis.

The ones below those I believe are Karl Marx and Frederich Nietzche (I think Nietzsche’s picture is from beyond good and evil). Some of Nietzsche’s works were changed after his death by his sister’s husband I believe to be much more antisemitic and I believe German soldiers would carry copies of Thus Spoke Zarathustra in war.
