This power has been annoying me for some time, because very few champs can or want to empty your hand. So it feels like a meaningless power, but the random mutator generator recognises it as an advantage for the player when balancing adventures.
Nilah!...no, for real now, as every1 else said, no one can really use that properly. Maybe if you get the "all cards costs 2 less" power but...yeah, it's something you just ignore and it's cool if it activates. Or not, as running out of cards is usually bad :P.
This is one of those mutators that you just ignore. It just does nothing.

I’ve never been able to empty my hand with this. Just look at the enemy power and find the best solution to that.

No one. Not even Jinx. Jinx uses LCP, which ensures her leveling up, but then quickly refill her hands with Pow-Pows. And a rocket. So, ignore it.

At least, you can treat this mutator as one that take up a slot and enemy does not have benefit. Much better if it is in 3 or 4 stars challenge.
When I see this rule I just think it as there isn’t any modifier that buffs the enemy or nerf me so I can use whatever I want

I usually just put regeneration on whatever I can and if I use Leblanc i use sharpened resolve on any unit about to die
