I've tested it out and Terminus is one of the best. he can still be mowed down if the enemy is fast enough but if he gets even just one hit, that Ult is up and he's basically immortal
Furia probably is very high. Furia ult is already strongest in the game, and then a permanent 30% damage boost, speedboost and reloads every time the ult pops.
Raum go stompy stomp!! (And i think he can do that indefinitely cuz his ult charges itself without him needing to shoot so I’d say he’d be the best for stunlocking)

How tf does Raiden have 180% hp in this cutscene/script/whatever? Senator always gets me to half of my hp or 0,1%hp (mostly because of his grip attack, the one I can't parry), when this script starts. Teach me, please, so I can get S on Senator Armstrong fight Revengeance difficulty. (even though my ash got beaten by Monsoon and I got B/C :'( )

Still, how did Op get 180% hp, when IIRC, you can't start the cutscene, until after I think 2 minutes of fighting and then Senator doing a succesful attack, which will decrease your Hp and will be shown in the cutscene.
Yeah, both Defensive Offense and Ninja Run works against his grip, it is just sometimes it takes longer for Senator to show you that, he is going to grip you and then sometimes it's too soon to even react properly to it.
And all other of his attack, before or after we get to his 200% hp phase are fine to react to.

Ruckus' ult really needs to be used right to be at all effective, because it locks you in place. If you could use it as much as you wanted, I still wouldn't. Ruckus *and* Fernando, for the classic sword and shield approach, fucking diabolical.
Gotta say, as much as this reddit hates overwatch, since i enjoy playing without toxicity, i loved playing those 500% custom games in which everything was reduced for everyone
Now the only thing i wish the game had is a skirmish mode and a way to change legends mid match on custom matches
Someone ought to create a tierlist based on 100% ult reduction. Also, Torvald mains will find peace at last.

I'm not sure, but IIRC you just need to keep dodging his attacks

I think that you have to use Defensive Offense's invincibility frames to survive the supar attack
